Coordinator of Human Resources

Philis Best joined the Housing Department team as the Coordinator of Human Resources in July of 2011. Prior to coming to USC, Philis worked for ARAMARK Campus Services as the Southeast Region's Human Resources Director. Having grown up in Columbia, Philis is very excited to be working for USC. She received her Bachelor of Arts degree in Business Economics from Wofford College and her Master of Arts degree in Human Resources from USC.

Assistant Director, Business Operations

Kelley Fink has served the students of University of South Carolina since 1997. She serves as the Assistant Director for Business Operations and coordinates training, orientation and development for University Housing. Additionally, she coordinates organizational/quality management issues and emergency preparedness for the department.

She received her B.S. from Colorado State University and her M.Ed. from the University of South Carolina. Between graduate school and returning to USC, she served in the roles as Health Educator and the Director of Leadership Programs at Kansas State University for five years.

She is ecstatic about being at USC! She enjoys working for USC's University Housing for numerous reasons including: the sincere and caring staff; the future-oriented leadership; and the supportive environment to use one's own creativity to tackle the day-to-day challenges. She believes that University Housing sets the standards for other departments within the Division of Student Affairs and Department of Academic Support.

Kelley is married to Andy Fink, the Assistant Registrar at USC. The two met here at USC in graduate school. They have been married since 1992. Kelley and Andy have one son and three dogs. Kelley enjoys playing golf, tennis and fishing. Also, she enjoys camping in the outdoors because it brings her back to the days of camping and hiking in the mountains of Colorado.

Business Manager

Stephanie Miller joined University Housing in July 1999 as the Administrative Assistant for Central Campus. Five years later, she joined the Business Operations Office as the Fiscal Technician. In June 2011, Stephanie transitioned into her current position as Business Manager. Her primary responsibilities include: reconciling housing fee loads, processing internal account transfers and payment to outside vendors, supervising the department's accountant and overall management of the Business Operations Office.

Stephanie lives in Gilbert, SC with her husband, Chris, and two sons, Kyle and Connor. When she's not working, Stephanie enjoys the outdoors, camping, do-it-yourself projects and spending time with her family and friends.
